Split processCcd into separate ISR and calibration command line tasks

      Description

      It would be very useful to have a command line tasks that just performs ISR and then have the rest of the steps in processCcd go in a separate "calibrate" task. Since Russell is already rewriting the calibrate task, it would be natural (and easier) for this change to happen now.

            I suggest you post this to https://community.lsst.org/t/requirements-for-overhauled-calibration-task/370/3 or make it an RFC. It is too big a change to be a ticket without further discussion. Note that splitting is already likely to happen, though not exactly where you are requesting here.

            As a practical matter: ISR tends to be camera-specific, and it is not possible to retarget the top-level task. As a result, if we have a top-level ISR task we will need each camera to have a unique name for the executable.

I'm going to close this as duplicating that work, but please let me know if there is anything here that I didn't capture in one of those tickets: DM-4701, DM-4702, DM-4703.
