add and use "suspect" flag in slots and slot-like measurements

      Description

      We need to have both "fatal" and "suspect" flags to handle different levels of warnings in measurement.

      (other tasks previously included on this ticket have been split into other tickets, including DM-461 and DM-984)

            This work should include:

            1. A warning flag mechanism when the measurement is "suspicious" but not necessrily completely unusable.

            2. A mechanism for setting flags (including the failure flag) while still returning a result.

            3. Common algorithm code for things like EDGE, NO_PSF, NO_WCS, NO_PIXELS.

            I'm giving this 10 story points because some of these tasks are pretty big. We should definitely create subtasks to track the individual work here.

            Also note that adding a standard "warning" flag in addition to the failure flag also requires adding that to the slots.

            Started work on this on afw u/jbosch/DM-464, but will put off additional work until design questions are resolved by a SAT review.

            RFC-11, which discussed the design for this issue, has gone in an entirely different direction. The work discussed there will be done on DM-1764, and this issue will soon be closed as Won't Fix.
