      Some information should be added to CSS to indicate if a table should be locked in memory for shared scans and the effect the table is likely to have on the time it takes to complete a query.

            Andy, I did another pass based on what we discussed earlier today. I also added example in qserv_testdata. It is all squashed so it is easy to see the final version. Integration test cleanly passes. Do you want to peek before I merge?

            Few comments are in PR. CssAccess::createTable() needs to be updated, otherwise you wil always get default values.
