The SFM photometric calibration is currently part of the meas_astrom product (although imported as lsst.meas.photocal). It needs to become its own top-level product.

We should take the opportunity to rewrite it (along with meas_astrom). For example, it currently hardwires algorithm names rather than using configs to specify types of algorithm.
