Add sky objects

      Description

      Please add "sources" corresponding to empty sky (ie, at positions where nothing else has been detected) and include them in multiband processing.

      This is a port of HSC-1336 and HSC-1358.

            I just realized that I also need to change the config type in the mapper file for mergeCoaddMeasurements. I have updated all the obs packages that I believe are affected. Lauren can you quickly look at this again to see if I am may be missing anything else?
