      Description

This ticket incorporates work to be done in DM-3368, DM-3369, and DM-3370. Much of the work may depend on each other, and testing will be made much easier if the work for each of these tickets could share a common branch. This will avoid a situation where a given package may need to be set up on two different ticket branches simultaneously.

Currently this ticket contains work from 3369 and 3370. This is the co-addition and multifit driver scripts. This ticket contains a new top level package (pipe_driver) which coordinates running many of the lower level tasks.

As mentioned in the 3369 and 3370, I have verified that the driver routines produce identical fits files, catalogs, meta data, etc.

This all looks generally o.k. The documentation in most places is not in the same format as most of the stack documentation, so I'd like to see that fixed. There's also the fact that most of the changes are in a package not inside the lsst organization. Is that moving over?

Minor comments here and there. Feel free to merge when you've addressed them to your satisfaction.

Merged 3369 and 3370 to master, 3368 will be done on it's own ticket
