add an "update" feature to lsstsw

      Description

      There have been a few uesrs reporting difficulty with updating lsstsw on the HC #square channel. A new convenience script to automate this process or improvement to the deploy script would be helpful for this use-case.

            I think the best best is to just start over, especially since there is no way to easily purge old versions (eups remove <package> <version> --force works, but it has to be done one package at a time and can easily break things if you are not careful what you remove).

            This feature is becoming more urgent as we want to migrate all users to a version of the git-lfs client > 1.3.

            Kian-Tat Lim I'm assuming we can close this ticket because the lsstsw deploy script can do an update in place.
