Description
Paul Price makes the reasonable recommendation that we consider providing PSF estimation with the N brightest sources in the image, rather than only detecting bright sources.
Russell Owen reasonably believes that this is beyond the scope of DM-4692, hence this new issue.
There should be very little new code needed here, but it may involve quite a bit of experimentation and validation.

Good point. What we really want is probably not as simple as just brightest N (though brightest N may be closer to what we do now with a high threshold).
Perhaps this should be considered as part of PIPE-11.
Are we potentially fitting a spatially varying PSF? If so, then we should probably try to sample sources across the CCD, rather than simply taking the N brightest sources.
