Provision ls.st short links for Technotes

      Description

      There is a request to provision ls.st short links for Technotes. E.g. ls.lst/sqr-000 links to sqr-000.lsst.io.

          Should also work for SQR an SMTN. The tech note prefix is case insensitive.

          (and also for JIRA issues – e.g., http://ls.st/dm-5215).

          Thanks. It looks like we can close this ticket, then.

          Mario Juric Separately, it’d be nice to have API access to ls.st. You could imagine wanting to make, for example, short links for every page in the developer guide, or the stack documentation. Is API access available to provision short links? Or should we look at a solution like bitly?

          ls.st runs Yourls for the shortener; I'm not sure what kind of API magic it allows? The redirect functionality are just simple mod_rewrite directives in httpd.conf.

          PS: Though I originally set up ls.st, it's being managed by project-level IT. I occasionally hack on it (with permission ).
