Please make it possible to build pipe_drivers as part of lsstsw.

I've been wanting this too.
As I undertand we can just add it to lsstsw/etc/repos.yaml and self-merge it. I'll go ahead and do it.
The Travis CI check passed. I'll merge it.
It would be nice if ctrl_pool and pipe_drivers can be added to lsst_distrib or lsst_apps and get weekly tags. That would need approval from somebody though.. (who would that be?)

I don't think the policy is clear on what approval is necessary, but I'm sure Kian-Tat Lim or Frossie Economou will advise.
I confirm building pipe_drivers with lsstsw works now. For me on OSX El Cap, the workaround of DM-5409 and mariadbclient tickets/DM-5595 branch are needed.
Can you create a ticket for adding pipe_drivers to lsst_distrib and add those two tickets as blockers? I don't think it should be added to lsst_apps. It might need an RFC before adding it to lsst_distrib but I think we are a bit fuzzy on that.
