Please provide weekly & release tags of obs_*

      Description

      Please add the lsst_ci top-level package to the system used to tag weeklies. This will make it possible to include it in the shared stack provided on development machines (DM-5435), which is an important user request (1, 2).

            Per discussion at the 2016-04-05 coordination standup and on HipChat –

            This request is really that the major camera packages (at least obs_decam, obs_subaru, obs_cfht, potentially others) should be tagged and installable via eups distrib at the same cadence as lsst_apps and/or lsst_distrib. Whether that involves tagging lsst_ci is an implementation detail, not the core issue.

            Bumping this again. We now have a v12 release, but obs_decam isn't included in the conda packages and master has already become incompatible with the rest of the v12 stack. This is a hassle for LSST devs and particularly a problem for new users (https://community.lsst.org/t/building-obs-decam/854/24).

            For the same reasons, I would also advocate to include obs_cfht in the tagged releases.

            Yup, everything in lsst_distrib (except the externals) are getting tagged with weekly and official tags now.
