Description

The DipoleFitPlugin does not correctly handle bad pixels and other masks/flags. Make it so it does so, and make tests to ensure it does so.

Note that this ticket is at least partially obsolete once ~~DM-38246~~ merges, since sources with masked pixels will no longer be sent to the dipole filter. This ticket is still relevant, in that the dipole fitter should still handle pixel flags to support future work that may attempt to recover these sources.
