Description
The lsstcorp.org/LegalNotices/
{LsstLicenseStatement.txt LsstSourceCopyrightNotice.txt}need to be updated to reference AURA/LSST. The referenced list of LSST partner institutions needs to be either resurrected or the reference deleted.
The git repository for devenv/templates needs the Copyright templates to be updated.
LsstLicenseStatement.txt needs to be updated to include recent additions of 3rd party tools' Licenses (~10 tools) to the DM stack and all the QSERV 3rd party tools' Licenses (~25 tools).
The Copyright banner in all software needs to be updated to reflect the new reality of AURA/LSST in place of LSST Corporation. Files with no Copyright banner, need to add it.
Update may occur 'the next time' the code file is updated. THis needs to be broadcast to the developers once the Copyright templates and the website versions are updated.

The Sims and qserv copyrights were added to the LSST Copyright statement.
The Copyright templates in LSST/DMS/devenv/templates.git were updated with the required 1 line alteration. Since the templates are constructed to be comments with in the source language, the updates were treated as document updates; they were installed directly into git master.
The developers were notified by email to [lsst-data] to update the Copyrights whenever they modified a file. Daniel Calabrese approved this method of Copyright update.
The only task remaining is to ensure that the file at:
http://www.lsst.org/lsst/about/contributors
represents the desired list of partner organizations referenced in the LSST License statement.
Still waiting for response to email sent to Daniel re the Partner institution list. Resent today.
Emily responded that the partner institution list hadn't changed. However, the web group is preparing a new public LSST website for mid-January release. Daniel said "The website links will be changing shortly and users will be redirected to the new sites."
So the web address is still viable and will remain so after the conversion to the new public web presence. Sometime in the future, the Copyright statement should reference the new public web site directly.
So, I will declare this Issue completed. It is such that it should be reviewed every January 1 by the TCT/SAT to ensure the git-based Copyright templates (LSST/DMS/devenv/templates.git) have been updated for the new year.

Closing this as being complete as of 2014. I will note that https://lsstcorp.org/LegalNotices/LsstSourceCopyrightNotice.txt has 2014 date in it.
The web pages in Legal Notices are correct for lsst_distrib stack. The 3rd party usage table in TracWiki: DM/txt/3rdparty.... has been updated for lsst_distrib stack.
The add-on copyrights required for Sims and qserv 3rd party codes have not been added to the LSST Copyright statement.
The developers still need to be notified that every code alteration in a file should also include updating the in-file Copyright statement for change of ownership.
