LTD Mason: do not set Encoding-Type header

      Description

      In the case of a fits.gz file, the Encoding-Type is gzip. This breaks our S3 uploads in LTD Mason because boto3 doesn’t actually let us set Encoding-Type. This is a simple removal of any attempt to set that header.
