Port meas_extensions_convolved from HSC

      Description

      HSC has a new measurement extension: meas_extensions_convolved. This performs aperture photometry with the PSF degraded to nominated seeings (similar to how galaxy photometry is commonly done these days).

      Relevant HSC tickets are HSC-1395 and HSC-1408.
