Document dependency tracking for EUPS Packages in Developer Guide

      Description

      Per RFC-52, packages should list all of their direct dependencies in their table files. This should be included in the developer guide in a page documenting the structure of EUPS packages.

            True. I don’t think we have any documentation yet that discusses the structure of EUPS-integrated packages in general, either (though such docs should be tied into https://github.com/lsst/templates).

            If there aren't any docs at all for what goes in a table file or how the ups directory is filled then can we close this ticket by putting a comment in the table file in the templates package indicating that all dependencies should be listed?

            I believe that this is now effectively documented in https://github.com/lsst/templates/tree/master/project_templates/stack_package by DM-17155, so I'm treating this ticket as a duplicate at this point. Feel free to ping if more should be done.
