Policy object yaml dump needs pretty formatting

      Description

      Policy objects have been able to dump to yaml for a while now but the formatting of the yaml file is really bad. It needs to be usable, readable. Refer to pre-existing paf files for reference.

          the changes to the dumper are in daf_persistence. An example of the new yaml output formatting (looks very much like the the current paf format) is in obs_test

          The new formatting looks good. It's not entirely obvious to me why yaml.dump doesn't do it like this by default.
