Please test ingesting DECam raw data and calibration data

      Description

      Ingesting DECam instcal data to make a data repo is tested as part of the validate_drp. But ingesting DECam raw data, CP calibration data, or LSST-produced calibration data is not tested. Please test them somewhere in the CI.

            Meredith Rawls has just started playing with ingestImagsDecam.py with filetype=raw and is having trouble. Certainly as part of getting these tested with CI we should improve the documentation as well.

            Gen3 ingest of raw files works fine. Gen3 doesn't automatically ingest community pipeline raws. Is there any work remaining that we want associated with this ticket?
