Please test obs_decam with the LSST-produced calibration data

      Description

      With DM-5899, processing DECam data with the LSST-produced calibration files is supported. However, nothing about that is tested, Please add some tests.

      More generally, the test coverage of obs_decam is poor. It would be great to improve that.

            I think the initial outcome from DM-6333 is that UW are responsible for this ticket now.
