Description
Following the work in DM-6618, prepare for a full-stack conversion of the stack to pybind11. This includes producing developer-facing documentation, best practice guides and supporting tooling.
CAMs (notably John Swinbank and Simon Krughoff) will use this time to develop a resource loaded plan to execute the port (which will be done as DM-7717).
