validation_data repos should include a SkyMap

      Description

      In order to use the validation_data repositories for subsequent analysis and testing (e.g. jointcal), it is very useful to have pre-generated skymaps available. These files are quite small, and should be produced by those who know the most about each particular data set.

            validation_data_hsc does have a coadd in the recommend and cached processing stored in that repo and thus has a SkyMap.

            validation_data_cfht and validation_data_decam do not have coadd steps as part of the recommended and cached processing and thus have no SkyMap.
