Description
The current text in LDM-151 for joint calibration (by Peter Yoachim) mostly concerns global calibration, but references to it in the DRP pipelines section assume we'll use Gaia for global calibration.
I'll try to resolve that discrepancy with minimal modification on this issue, and then ask Zeljko Ivezic and Robert Lupton to review.

These changes look good to me. Robert, if you are happy too please go ahead and
merge. I reserve the right to add a few very minor edits when I will be going through
the whole document in a week or two.
After a discussion with Robert Lupton, I've added a few paragraphs to this branch describing the need to do more work on photometric calibration in order to commission the pipelines on precursor data and/or before we have Gaia and the LSST monitor telescope.
I've reworked the descriptions of global/tract-level photometric calibration to be consistent with what we talked about at the last LDM-151 meeting, and I'd appreciate it if both Robert Lupton and Zeljko Ivezic could take a look (the Pull Request is linked on the side). This of course doesn't resolve any of the open questions, but I think it's a fair statement of our current understanding of the problem.
