Simplify (script) install procedure

      Description

      Install procedure described in READMEs.txt is complex and error prone.

      It could be encapsulated in two scripts :

      1. the first for installing Qserv current version in the eups stack, following the LSST official install procedure,
      2. the second, developer-oriented, for installing Qserv from a git repository to the eups stack installed during 1.

      This two scripts logs could be colorized for better ergonomy.

            Maybe not "as is" but some explanation contained the sub-tasks could be added to documentation, or in top-level install scripts. This should be too long to check, and perform (2-3 days).

            This very old issue predates Docker and Kubernetes.

Install procedures and scripts targeted for improvement/documentation here have been obviated by newer automated container build scripts used by CI. Other documentation-related sub-tasks, to the extent still relevant, have been covered in the doucmentation within the Qserv source tree (particularly https://github.com/lsst/qserv/blob/master/doc/source/devel/quick-start-devel.rst )
