Two DLP milestones may be misplaced in PMCS under 02C.06

      Description

      I noticed in looking for something else in PMCS that the milestones DLP-14 and DLP-23 seemed to be misplaced. They are at the top level of 02C.06, instead of under one of the third-level branches. There's only one other example in DM of a milestone at this level of the WBS hierarchy: DLP-579 under 02C.09.

            those milestones don't appear to be in P6... we have other DLP milestones - so I am closing this ticket.
