      Description

      Create a new validate_base Stack package (lsst.validate.base), refactored from the existing measurement framework in the validate_drp package (created in DM-6629 and DM-6917).

      validate_base will support a number of validation packages, including validate_drp.

      Porting validate_drp to this new package will be done in a separate ticket (i.e., to merge u/sqre/measurement-api)

            Tim Jenness: do you mind reviewing this? This ticket is only a refactor of existing code into a separate EUPS package, so the main issues to consider are

            • EUPS package configuration
            • New license style (RFC-45)
            • New README and contribution documentation

            Minor comments on PR. Given that RFC-45 is adopted I can't see any reason not to use that scheme here. +1 for using the proper copyright.
