2D plotting improvements for LC viewer

      Description

      As part of the LC viewer public release, 2D plotting features need to be added/changed for next December for PTF if available.
      Ultimately it has to be ready for WISE Light-curve release in March 2017.

      This ticket should collect the 2D plotting features required for that release:

      • Line Chart, connected data-points
      • Error bars
      • Add axis intermediate tick marks, specially interesting for LOG scale (moved to DM-9575)

            About error-bars:

            In the XY Plot of the Light Curve, we need vertical error bars.

            1. The user has many choices for which magnitude or flux to choose for the lightcurve. Right now we have a pulldown for that selection to be made. We need another pulldown so that the user can select the error bars.
            2. If there is no column for errors, the tool needs to be able to handle that.
            3. If the user does a mathematical function on the y-axis, such as log or scaling by a multiplier, the tool needs to be able to propogate the errors.

            For long-term and most difficult case: Consider the case if the mathematical function includes another column with another error.
