Add “Powered by Fastly” to technotes themes

      Description

      All themes should include the wording “Powered by Fastly” to make LSST eligible for a non-profit open source discount to support LSST the Docs’ use of Fastly.

      Re-build all documentation so that this branding is shown at the default URL.

            This work was partially done in DM-7094 for the Science Pipelines documentation, but needs to be extended to other Sphinx themes (such as for technotes).

            https://pipelines.lsst.io and https://developer.lsst.io have been updated through the logo work. All that needs to be done are technotes (update theme and rebuild each technote).

            Looks like new tech notes do include a fastly note. Old ones have not been updated.
