Rename daf_butlerUtils to obs_base

      Description

      This is the implementation ticket for RFC-230. I believe the work required to be as follows:

      1. delete newly-created obs_base package from github.
      2. change daf_butlerUtils->obs_base in all table files that reference it.
      3. change all lsst.daf.butlerUtils->lsst.obs.base
      4. rename github product from daf_butlerUtils->obs_base
      5. replace daf_butlerUtils in repos.yaml with obs_base and it's github link

      If there are any extra steps I'm missing, please add them below. This may be briefly disruptive to jenkins (we cannot test the renames until the package is renamed, but that can't be done on a branch). If we've ever done a package rename like this before, I'd be interested in seeing a link for anything else I may have missed.

      I want to take care of this ASAP, so I can move the new testing code that had been pushed to the obs_base repo I created, into the package to-be-formerly-known-as-daf_butlerUtils.

            Following Nate's instructions, the transitions went smoothly, except for the branch I created on Saturday morning, which was not on obs_base.

            Is there some reason why Jenkins might be failing to pick up my branch tickets/DM-7899 on obs_base? I'm trying to test a change to the datasets.yaml file, and it does not appear that my change is being seen by Jenkins.

            This same test passed on Saturday when it was made to daf_butlerUtils.

            That branch does not yet exist in obs_base: https://github.com/lsst-dm/obs_base/branches/active (at least it's not obvious)
