Even with --batch-type none ctrl_pool can call `mpi.COMM_WORLD.Abort()`

      Description

      When running without a batch system, uncaught exceptions still cause a call to mpi.COMM_WORLD.Abort() which is confusing.

          Sorry, I should have included this in the last ticket.

          I don't see a cleaner way to tell the decorator, "You are not running MPI"

          I think I'd prefer setting a global variable in the module rather than monkey-patching.
