There is a difference in how the background is being modeled in py2 and py3.

      Description

      Figure out why the background modeling differs in py2 and py3, write a new meas_algorithms test to catch the discrepancy, and put the pipe_tasks assertion thresholds in testProcessCcd back to smaller, more reasonable values. This problem was initially described in this Community post.

            Meredith Rawls: I believe I have a fix for the problem here. Since this epic isn't scheduled for work in the current cycle, I propose to shift the stories DM-8030 & DM-8032 into the epic DM-8306 and work on them there. I'll expand the scope of those stories to include adding tests rather than handling them separately on DM-8031. I'll close this epic, and DM-8031, as "invalid". Does that work for you?
