      Move the free function nearestFootprint to a free function in SpanSets, rename it to nearestSpanSet, and update functionality.

          The new framework for SpanSets/Footprints is different enough from the old code that porting large portions of the existing nearestFootprint function are irrelivant. Because of this, and that the function appears to be used only in the deblender, this tickets is being closed in favor of simply making a change to the deblender in DM-8108.
