PhotoCalTask ignores all input errors if any are NaN

      Description

      If any of the input flux errors are NaN, the photoCalTask ignores all of them (and uses sqrt(flux) instead)

          Robert, where's the code to review for this issue? I'm guessing it's in meas_astrom, but is it an HSC-side branch or an LSST-side branch?

          I think there have been one-character changes, so this may be 50% less trivial than the most .
