Conda LSST packages do not upgrade properly

      Description

      With the recent release of 0.12.1 (version 12.1) it has become evident that upgrade LSST Conda binaries does not work as expected.

      This was initially reported by Merlin Fisher-Levine and confirmed by myself. The workaround was to use conda options to tell it to upgrade all packages from our repository. conda update -c http://conda.lsst.codes/stack --all. This generally fixed the issue. But after additional assistance investigating from John Swinbank this doesn't work entirely. A specific counter example is lsst-log4cxx which hasn't changed other than it's build number. The new build number should be enough that it is upgraded, but it wasn't.

      From the 0.12.0 repository where lsst-log4cxx has a build number of 0.

      "lsst-log4cxx-0.10.0.6.post1-0.tar.bz2"
      

      and from the 0.12.1 repository where lsst-log4cxx has a build number of 4.

      "lsst-log4cxx-0.10.0.6.post1-4.tar.bz2"
      

      Other conda packages use this string when creating a depedency relation to lsst-log4cxx:

      "lsst-log4cxx ==0.10.0.6.post1"
