Wrap skypix with pybind11

            As of 2016-12-06 Jenkins builds skypix afw using tickets DM-8417 and DM-8467 without any changes. This should be tested again when afw is done, but at this point I would be surprised if skypix needs any work, so I have changed the number of story points to 0.

            obs_base depends on skypix, so skypix needs to be wrapped first

            Even though it has no C++ code, it still may require additional wrappers at lower levels in the stack through its Python code. The only way to know for sure is to attempt to run it (i.e. `scons`) with the pybind11 stack setup.
