Update existing packages to reflect _build/ directory and .gitignore entries

      Description

      Once we have eupspkg and the developer docs updated to reflect the new _build/ directory structure, we need to audit out current packages and update them to reflect this new structure. This would require at minimum updating their .gitignore files, but it may require tweaks to eups files as well.

      Part 3 of the implementation ticket for RFC-111.

            We have effectively stopped using eups third party TaP for distribution so it's probably true that we can mark this ticket as won't fix.

            Okay. Closing as Won't Fix but we still want to update the dev guide in case future TaP packages turn up.
