Mask and artifacts needs to be handle in a better fashion. They should be made known to the application by the server any time an image is loaded. The various FileRetrievers that know about the data should include how to load a mask, image overlays, or artifacts.

The system should also try to investigate a multi extension fits file and see it is has related mask or image overlays.

On the client side Mask and artifacts should be added to the drawing layers automatically (turned off but on the list).

When showing tables of images such as wise or LSST images then the mask and artifacts should update as the image changes (this is the way the WISE applications works now).
