Implement MVP for edition and build static dashboards in LTD Dasher

      Description

      Generate static HTML pages for each LTD product that list available editions and builds.

      Edition dashboards are available from product.lsst.io/v and build dashboards are available from product.lsst.io/build.

            Attached the Fastly VCL configuration diff between v23 (existing config state) and v27 (new config state that supports Dasher).

            In summary:

            • Changed rule that identified a 'main' edition so it avoids routes to dashboards and dashboard assets.
            • Changed rule that identified an edition or build to also permit redirects from /v and /builds and also pass through to /_dasher-assets.

            Tagged ltd-dasher v0.1.0 as the deliverable. It's in production and making nice dashboards for every new documentation push.
