Description

Per ~~RFC-69~~: "Replace the ups/*.cfg file with a file in standard pkg_config format. This will allow for the installed packages to be queried for dependencies using standard tools and support non-EUPS thirdparty applications linking against the stack C++."

This is now an Architecture ticket. I think it's still an interesting idea to enhance usability but it's not clear to me that we are going to attempt it.
