lsstsw/bin/deploy broken due to missing conda package versions

      Description

      Travis CI for lsstsw is failing this morning with this error message. The last build was 3 days ago and passed without this error, so it seems likely that these package versions were removed from the public conda repos.

      PackageNotFoundError: Package not found: '' Packages missing in current linux-64 channels: 
       
        - fontconfig 2.12.1 0
        - glib 2.50.2 0

            Looks like we're playing wack-a-mole. Updating the missing package versions results in:

            UnsatisfiableError: The following specifications were found to be in conflict:
             
              - astropy 1.2.1 np111py27_0
              - libpng 1.6.22 0

            I think the PR will fix all the package version changes but travis-ci is running really slow this morning.

            These changes are presumably fine. What worries me is that we now know that Conda version pinning is unreliable. Scott Daniel will need to update his PR.

            Tim Jenness Agreed – it is worrying. I think our only recourse is to make a mirror of the public conda channel.
