https://github.com/lsst-sqre/lsst-sphinx-bootstrap-theme is on PyPI, but the current v0.1.0 distribution is missing the templates/ directory. Could have been human error in setting up the package, or a problem with wheels.

This ticket will fix the PyPI distribution, and possibly set up automated continuous delivery with Travis to PyPI.
