Move camera description raw files and conversion scripts

For obs_lsstSim, the camera description is generated by a few data files and scripts. Presently the script(s) are in bin/ and the description files are at the top level of description. This makes the scripts too easy to run, and confuses users. Please put them somewhere out of the way, with a text file explaining what they are, where the raw data came from, and how to process the raw data.
