Fix shapelet examples

      Description

      The examples in shapelet, in particular timeModels, seem to be bitrotten.
      In particular they do not seem to be run, are Python 2 only and call methods that no longer exist (e.g. lsst.shapelet.tractor.loadBasis).

      A partial conversion to pybind11 was done on DM-8876. This ticket aims to complet that conversion and clean up the example.

            Reviewed for DM-CCB, 2020-06-24. These examples are still broken. Given that they have been since 2014, it's hard to see fixing them as urgent. Suggest holding this issue until we have a mechanism for CIing examples.
