newinstall.sh broken by conda package removal from public channels

            The lsstsw ref used for the package set has been updated in the miniconda2/miniconda3 products. For unknown reasons, these packages both failed to build on the regular jenkins build slaves but were find under on lsst-dev. A new tag of 4.2.12.lsst1 has been pushed to both repos.

            A new release of newinstall.sh has been made to pickup the new miniconda2/3 tags. The weekly-release job has been updated to always rebuild the newinstall base container in hopes of detecting these sorts of problems in the future. Finally, the weekly container has been rebuilt.
