In order to replace meas_mosaic, jointcal needs a better photometric model. The current model fits a single zeropoint delta per chip. We need to explore the model used by meas_mosiac and decide whether to use the same one used by meas_mosaic or to use a different model in jointcal to start with. This work may require modifying our Calib class hierarchy.
