Allow Executor to work with pre-exisiting dataset repositories

      Description

      At the moment, when running an LSST task, Executor always creates a dataset repository from scratch. This prevents it from using existing dataset repositories.

          I modified Executor to allow it to use existing dataset repositories. This mode of operation is triggered when the input file does not contain data files. I pushed the updated code to the github repo (branch develop).
