Convert some afw enums into class enums

      Description

      An incomplete census of existing enums suggest that at least afw::coord::CoordSystem, afw::image::ImageOrigin, cameraGeom::DetectorType, and afw::geom::Box2I::EdgeHandlingEnum would be better as class enums. There may be others.

      This is a small API change that would require an RFC and (trivially) changing downstream code.
