According to a quick grep, we do not currently use the ra/dec to/from string routines in utils anywhere in lsst_apps, and I think it's unlikely we use them anywhere in the stack. Moreover, if we did need these routines in Python, we could now rely on code in Astropy to do it.

This change requires an RFC to hopefully catch any usage my grep may have missed.
