Refactor Fastly API client from LTD Keeper to LTD Conveyor

      Move the Fastly API client for CDN purges from LTD Keeper to the common LTD Conveyor package so that both Keeper and Dasher can perform purges.

            Main take-away: let's use and contribute to https://github.com/fastly/fastly-py if LTD ever needs to use more Fastly APIs.

            Released as ltd-conveyor v0.2.0 on PyPI.
