      Description

      IRSA has some rules for IPAC table. For example, all the data should not be under "|" in the header. See attached sample table.

      Firefly IPAC table reader should throw out IpacTableException if find any problem like that. Currently the data are parsed wrongly. 

      See attached file, the dec field is empty in display.
