Current when an IPAC table doesn't have any header (like the column name, data type, unit, ...), a dataGroup is generated, but when try to get the data element out, java.lang.IllegalArgumentException is thrown out.

We would like the IPAC table reader to throw IpacTableException and no dataGroup is generated when IPAC table file has no header.
